Introduction

Sage's experience with the Benzene Waste Operations NESHAP (BWON) is highly recognized in the consulting industry. Sage has provided extensive assistance related to the BWON for nearly forty refineries across the U.S., including the development of Total Annual Benzene Quantity (TAB) calculations, development of comprehensive compliance programs, performing in-depth compliance audits and evaluations, development of compliance programs for BWON Enhancement Provisions of Consent Decrees, and multiple other BWON-related services. As a result of our extensive practice, we have become skilled in dealing with environmental regulatory agencies throughout the U.S., particularly with the staff of the EPA's National Environmental Investigation Center (NEIC). We are well versed in all aspects of BWON compliance requirements, including compliance with Consent Decree BWON Enhancements. We have worked closely with the EPA to develop, on behalf of our clients, a number of favorable interpretations of and exemptions from provisions of the BWON rule. We also represent clients in connection with EPA inspection, investigation, administrative and injunctive proceedings.
